The City of Killeen is taking a proactive step to address abandoned properties, aiming to turn underused land into affordable housing. Following a unanimous 6-0 vote by the City Council, city staff will explore establishing parcels of trust and selling foreclosed properties to a developer. This initiative targets low and middle income housing while helping improve neighborhoods and recover lost tax revenue.

Under the parcels of trust model, the city plans to work with a law firm experienced in tax foreclosures to reclaim delinquent properties. Instead of selling to multiple private buyers, the council approved transferring these properties to a single developer, calling it the “path of least resistance.”

An internal audit showed that abandoned properties cost the city about $260,000 annually in lost tax revenue and maintenance, especially in the downtown area. Many neglected properties also lowered neighborhood home values from $246,000 citywide to $109,000, affecting residents’ quality of life. By consolidating foreclosed properties under parcels of trust, the city can simplify redevelopment and recover lost revenue. This approach also helps reduce upkeep costs and create more affordable housing opportunities.

The city’s proposed strategy follows examples from other cities, where repurposing abandoned land has improved neighborhoods and increased tax revenue. Creating parcels of trust gives Killeen a practical solution for underused properties. It also lays the foundation for sustainable low and middle income housing.
